Արցախի հարցում տարածքների զիջում անելու համար, առանց կարգավիճակի ճշգրտման, կամ այլ կերպ ասած՝ իրականացնել Լավրովի պլան ասվածը: Նիկոլ Փաշինյանը ներկայացնում է, որ երբ ինքը նշել է, թե պատրաստ է գնալ այդ քայլին, բայց միայն Արցախի կարգավիճակի արձանագրման դիմաց, նրան ասել են, թե Ալիևը հասկանում է՝ որ Արցախը այլևս չի լինի Ադրբեջանի կազմում, բայց չի կարող այժմ ընդունել կարգավիճակ, քանի որ իրեն կհամարեն դավաճան:
